City to regulate "free taxis" other conveyances on the beach | News

Clearwater Beach, Fla. - For months, energetic entrepreneurs have been ferrying locals and visitors on demand from one part of the beach to another using three-wheel bicycles and electrified four-wheel carts.
Some visitors have rented low-powered motorcycles, mopeds, Segways and other conveyances.
Soon, they may have to do so under 11 pages worth of rules and regulations. An ordinance regulating "pedicabs" and low speed vehicles for hire goes before the city council March 1. The city says the regulations are designed to make sure the providers are adequately insured, operate in a safe manner and not likely to be a danger to the general public.
The ordinance defines the types of vehicles covered by the new rules, sets standards - including headlights and taillights and adequate brakes -- and requires operators to have a $500,000 Commercial Liability Insurance policy.
Operators would also need to get a business certificate from the Director of Planning and Development, supplying him with the type of vehicle, names, addresses and driver's license number of drivers, a safety certificate and proof of insurance.
They would also have to pay an annual $75 application or renewal fee.
